Barcelona City Council faces €109 million in outstanding liability claims for denying hotel construction permits. These claims represent nearly three-quarters of the €152.23 million in total pending litigation the city reported as of 31 December 2025. The largest single claim, from Praktik Hotels, demands €88.48 million for two blocked five-star hotel projects in the Drassanes area near the port. The claims arise from the city’s restrictive tourist-accommodation permitting under the PEUAT (Pla Especial Urbanístic d’Allotjaments Turístics), and they signal that the policy is generating serious financial exposure for the council.
