Seville Tourist-Flat IBI Surcharge Needs a Tensioned Zone
Spain's new IBI surcharge of up to 150% on tourist-use dwellings only works where the Junta de Andalucía declares a tensioned zone. A press report of a 10 September committee answer says it will declare none, so Seville owners face no surcharge today.

The Pleno approved a Plan Especial that lets aparthotels, pensiones and casas de huéspedes into eight districts. It does not touch VUT rules, but it opens a new supply and relocation route.

Barcelona IBI Surcharge on HUTs: Plenary Vote 15 Oct
Barcelona's council approved the surcharge in principle on 15 October. A 30-working-day objection window and a December vote remain, and its national legal basis faces its own vote, reported for 12 November.
