Barcelona’s proposed IBI surcharge on tourist flats cleared a committee on 9 October 2026. It adds up to 50% to the Impost de Béns Immobles (IBI, the municipal property tax) for a holder of one HUT licence, up to 100% for two or more, up to 150% for four or more (Ajuntament de Barcelona, 9 Oct 2026). It is not law yet. The full council votes on initial approval at an extraordinary plenary on 15 October 2026 (pending as of 13 October). If it passes, the first surcharge accrues on 31 December 2027.
