Catalonia Cuts Large-Holder Threshold to 5 Properties

As of 1 August 2026, any person or company that owns, controls, or holds exploitation rights over five or more residential properties anywhere in Catalonia is classified as a gran tenedor (large holder). The threshold was previously 10 properties and applied only within stressed rental zones. Ley 11/2026, published in the Diari Oficial de la Generalitat de Catalunya on 13 July 2026, halves the property count and drops the geographic restriction entirely (Housfy, July 2026).
