Costa Brava towns push to revise HUT caps

Nine Costa Brava councils are pressing the Generalitat to ease the tourist-licence cap and the 2028 extinction. Palamós has not signed, and its licences sit under the cap, so watch whether it joins the September talks.

Nine Costa Brava municipalities signed a joint manifest on 14 July 2026 asking the Generalitat to rewrite DL 3/2023, the decree that caps tourist-housing licences and phases out existing ones (3Cat, 31 July 2026). Palamós is not on the list. A working table with the Catalan government opens in September 2026, and the towns want more councils to join.
