Dubai Municipality confirmed to Gulf News on August 6 that the executive regulations detailing violation categories, fine amounts, and enforcement procedures “will be specified in the executive regulations to be issued later” (Gulf News, August 2026). The law itself is locked in; the enforcement playbook is not.
Permit application update (10 August 2026): Dubai Municipality confirmed to Khaleej Times that permit applications for shared housing are not yet open. The executive regulations, including the fine schedule, permit fees, designated-area maps, and occupancy standards, remain pending. Operators should continue monitoring Dubai Municipality’s official channels (Khaleej Times, 10 August 2026).
