EU Construction Services Act Set for Q4 2026
The Construction Services Act is part of the EU's European Affordable Housing Plan, a four-pillar intervention that also gives Member States new powers to restrict short-term rentals in housing-stressed areas. Operators should track both.

The European Commission is preparing the first-ever EU housing law: the European Affordable Housing Plan, championed by Commissioner Dan Jørgensen. The plan has four pillars, including the Construction Services Act (targeted for Q4 2026), which will regulate cross-border construction services, and a companion set of short-term rental restrictions aimed at housing-stressed areas across the Union.
For STR operators, the key element is the Commission’s proposal to empower Member States to restrict short-term rentals in areas where housing pressure exceeds defined thresholds. One framework under discussion would allow cities to require prior authorisation for new STR units where they exceed 20% of housing stock. This builds on but goes beyond EU Regulation 2024/1028 (the STR data-sharing framework already in force since 20 May 2026).
