EU to Give Cities Legal Cover to Curb Short-Term Rentals
The EU Commission is preparing a common methodology for cities to identify housing stress and proportionately restrict short-term rentals, giving local authorities a legal shield against platform lawsuits.

The European Union will publish draft legislation by the end of 2026 giving city governments a formal toolkit of short-term rental restriction powers, marking the bloc’s first-ever coordinated move to rein in STRs as part of its Affordable Housing Plan. Housing Commissioner Dan Jørgensen confirmed in December 2025 that the Commission is preparing a “white list” of permitted measures for cities under housing stress, including night caps, zoning restrictions, and expanded registration schemes. National and local authorities can adopt these tools as they see fit.
