Madrid Opens 240+ Industrial Plots to Aparthotels
The Pleno approved a Plan Especial that lets aparthotels, pensiones and casas de huéspedes into eight districts. It does not touch VUT rules, but it opens a new supply and relocation route.

Madrid’s city council has approved a Plan Especial that allows any class of hospedaje (apartahoteles, pensiones, casas de huéspedes) on more than 240 industrial parcels in eight districts, where only hotels were allowed until now. The Pleno extraordinario of 8 October 2026 took the vote, according to the Ayuntamiento de Madrid press note of that date.
