Marseille has stopped warning. The city wants the maximum €100,000 fine per flat from a single multi-property owner who skipped change-of-use and compensation. The 23 September decision tells every Le Panier and city-centre operator what an unlicensed conversion will actually cost.

The Ville de Marseille is asking a judge to impose the maximum €100,000 civil fine per flat on a single multi-property Airbnb owner. The court decides on 23 September 2026.
On 1 July 2026, before the juge des référés, the city’s lawyer Me Jorge Mendes Constante demanded that maximum penalty against four entities controlled by one property “coach” and influencer: two SCI, a rental company, and a conciergerie (Le Figaro, 1 July 2026). The city says the owner turned a small residential building in Le Panier and a city-centre apartment into furnished tourist lets without change-of-use authorization and without the compensation Marseille requires from the first square metre in arrondissements 1, 2, 6 and 7.
