Pals Demands Review of Catalonia's HUT Extinction Law
A unanimous Pals council vote asks the Generalitat to give towns more control over HUT caps and the 2028 extinction deadline. It is the first Costa Brava challenge to the law governing all 262 listed municipalities, including neighboring Palamós.

Pals (Baix Empordà, Costa Brava) unanimously approved a motion on 7 August 2026 demanding the Generalitat de Catalunya review Decret Llei 3/2023, the regional decree that froze new HUT licenses in 262 Catalan municipalities and set a November 2028 expiration date for existing licenses. The vote puts Pals in direct opposition to the framework that also governs neighboring Palamós, where roughly 1,500 to 1,600 existing HUTs face the same 2028 extinction clock (Ajuntament de Palamós, via Palamós Comunicació, April 2024).
