San Sebastián’s permanent ban on new tourist rental licenses is staying in place for longer. The €1.6 million tender to draft a full revision of the city’s general urban plan went deserted in February 2025 without a single bidder, and the council will use an extraordinary plenary session in September 2026 to approve the credit modifications needed to re-tender the work (El Diario Vasco, 14 August 2026). For short-term rental operators the read is simple: the one planning instrument that could reopen tourist rental licensing has slipped again, and capped supply is now the medium-term reality.
