Seville Tourist-Flat IBI Surcharge Needs a Tensioned Zone
Spain's new IBI surcharge of up to 150% on tourist-use dwellings only works where the Junta de Andalucía declares a tensioned zone. A press report of a 10 September committee answer says it will declare none, so Seville owners face no surcharge today.
Regulation Radar
Seville’s tourist-flat owners cannot be charged Spain’s new surcharge on the impuesto sobre bienes inmuebles (IBI, the municipal property tax) unless Seville sits in a “zona de mercado residencial tensionado”. ABC Sevilla reports that the declaration belongs to the regional administration, the Junta de Andalucía (8 Oct 2026). Andalusia’s housing consejera said on 10 September her government “no tiene intención de declarar ninguna zona tensionada” (El Plural, 15 Sep 2026). That was before the decree, so no primary record confirms it. No surcharge can start in Seville today.
