Seville’s municipal tourist police, the Policía Turística formerly called Grupo Giralda, is down to five agents after losing half its staff in two years (Sppme police union, via Diario de Sevilla, 19 Aug 2026). VUT inspection duties were added to that shrinking unit with no extra resources. For operators, the read is uneven: street checks in the monumental zone are thinning, but the city’s heavier tools (water cutoffs, the Property Registry gate, RD 933/2021 fines) stay in force.
