Spain’s competition authority CNMC is investigating whether Seville can legally force short-term rental operators to reclassify their properties from residential to “tertiary hospitality” use. The probe targets the city’s PGOU Modificación Puntual 44, the 2022 zoning amendment that underpins Seville’s VUT restrictions. If the CNMC finds the change-of-use requirement violates the Ley de Garantía de la Unidad de Mercado (LGUM), Seville would have to revise its key regulatory tool.
