Edinburgh Council has approved a penalty framework for visitor levy non-compliance, with fines scaled to property value and reaching 100% of the council tax valuation for operators who default for 12 months. The regime, approved in May 2026, makes Edinburgh the first UK city to enforce a tourist tax penalty structure tied to property bands (Strisker Bulletin, July 2026). For STR operators, the first quarterly return is due October 2026. Every month of non-payment escalates the penalty.
