Andy Burnham’s government plans to extend overnight visitor levy powers to every strategic authority in England by March 2028. The proposal, set out in the “Rewiring the State” policy paper published in late July 2026, would let cities and regions from Manchester to Cornwall add a per-night charge to all accommodation bookings.
