The island-wide territorial plan that decides where short-term rentals can legally operate sits in legal limbo. A residents' group has appealed the February 2026 revision, and the court ruling will determine whether VV licences are restricted to tourist zones or allowed in residential areas across Las Palmas.
The Plan Insular de Ordenación de Gran Canaria (PIO-GC) — the island-wide territorial master plan that decides what can be built where — is under legal siege. The Tribunal Superior de Justicia de Canarias (TSJC) annulled the plan’s February 2026 revision, and the Cabildo de Gran Canaria has filed appeals in higher courts. The PIO’s zoning map determines whether your VV sits in a tourist-use area (where holiday rentals are explicitly permitted) or a residential zone (where they face restrictions or outright bans). Until the appeals are resolved, the plan remains in force — but a final ruling against it would revert zoning to the 2004 plan, with unpredictable consequences for operators.
