Las Palmas de Gran Canaria will ban new tourist-use dwelling licences in residential buildings and reserve mandatory percentages for residential use. Existing operators are not immediately affected, but the VV pipeline in residential zones is closing.
Las Palmas de Gran Canaria is closing the door on new holiday lets in residential buildings. In February 2026, the city government unveiled a ten-point housing plan (a “decálogo de vivienda”) that includes two ordinance changes which, once enacted, will prohibit new VV licences in residential buildings and mandate that a percentage of every building be reserved exclusively for long-term residential use. The measures are a direct outgrowth of the regional Ley 6/2025 and the city’s ongoing housing emergency.
