Málaga Bans New Tourist Rentals on Residential Land
Málaga's PGOU modification freezes all new tourist accommodation on residential land until at least 2029. Here is what existing VUT operators need to know.
TL;DR: As of 25 July 2026, Málaga has enacted Spain’s most sweeping municipal STR restriction short of an outright ban. A PGOU (Plan General de Ordenación Urbana) modification freezes ALL new tourist accommodation — hotels, hostels, apartamentos turísticos, and VUT — on residential land for up to three years. Existing licensed VUTs can continue operating. New license applications filed before the BOP publication date are exempt.
