Málaga Bans New Tourist Rentals on Residential Land

TL;DR: As of 25 July 2026, Málaga has enacted Spain’s most sweeping municipal STR restriction short of an outright ban. A PGOU (Plan General de Ordenación Urbana) modification freezes ALL new tourist accommodation — hotels, hostels, apartamentos turísticos, and VUT — on residential land for up to three years. Existing licensed VUTs can continue operating. New license applications filed before the BOP publication date are exempt.
