San Sebastián Permanently Bans New Tourist Licences

San Sebastián has permanently closed the door on new tourist accommodation. On 29 January 2026, the city council unanimously approved a PGOU (Plan General de Ordenación Urbana) amendment that bans new licences for tourist flats, hotels, pensions, hostels, and room rentals on every residential parcel in the city. The vote was unanimous across all political groups. The ban took effect in February 2026 and is permanent.
