Santa Cruz de Tenerife Drafts 2-Zone VV Ordinance
The island capital's draft zoning ordinance splits the city into two regulatory zones. All new vacation-rental registrations remain blocked under Canarian law until the ordinance is adopted. Operators with existing VV in Santa Cruz need to watch which zone their property lands in.
Santa Cruz de Tenerife, the island’s capital and most populous municipality, has published a borrador de ordenanza municipal de vivienda vacacional now in public consultation. The draft splits the city into two regulatory zones — a model that will determine where VV can continue to operate, consolidate, or must cease.
Simultaneously, the municipality confirms that no new VV can be registered after 12 December 2025 — the day before LOSUTV entered into force. This aligns with DT 8ª, which blocks new authorisations until the municipal planning instrument is updated. Until the ordenanza is adopted, Santa Cruz is in a de facto freeze.
