Seville Plans to Halve Short-Term Rental Cap to 5%
Mayor José Luis Sanz and Vox are finalizing a deal to cut the citywide VUT cap from 10% to 5%. Three neighborhoods already exceed the proposed 5% limit. No effective date yet, but the agreement is expected within weeks.
Seville’s mayor José Luis Sanz (PP) and the Vox municipal group are finalizing a deal to cut the city’s cap on short-term rental licenses from 10% to 5% of residential housing stock, effectively halving the number of new VUTs (viviendas de uso turístico) the city would allow. The agreement (expected within weeks, after Sanz acknowledged on June 30 that negotiations were “advanced”) would reduce the theoretical ceiling for new VUT licenses from roughly 23,588 to about 13,234 across the city (ABC Sevilla, July 19, 2026).
