Valencia Caps Tourist Apartments at 2% Per Neighbourhood

Valencia has permanently capped tourist apartments at 2% of housing stock per neighbourhood, replacing a two-year moratorium with a permanent saturation-control regime. The PGOU modification, approved by the city’s Pleno on 31 March 2026 and in force since approximately 19 May 2026, imposes three cumulative locks at neighbourhood, district, and city-block levels. If any single lock is breached, new VUT licences are automatically blocked in that zone.
