Valencia: One-Year Window to Revert Tourist Flats to Homes

Valencia tourist flat owners have until roughly 19 May 2027 to convert their registered tourist property back to residential use. The one-year window, set out in Disposición Transitoria Undécima of the PGOU modification (El País, 31 March 2026), requires owners to meet standard habitability requirements. Successful reversion removes the property from the CATAV tourist census permanently.

TL;DR:

  • The PGOU modification created a one-year reversion window closing around 19 May 2027
  • Only properties currently registered as tourist use (VUT, VT-XXXXX) qualify
  • A valid cédula de habitabilidad (habitability certificate) is mandatory
  • Successful reversion removes the property from CATAV and is irreversible
  • The window has been open since May 2026. Roughly nine months remain as of August 2026
